طراحی و سنجش مدل سازمان ارزش بنیان در شرکت مادر تخصصی توانیر

چکیده

با رقابتی‌تر شدن محیط، سازمانهای هزاره سومی به منظور تامین انتظارات ذی نفعان[1] بیرونی خود، نیازمند توجه بیشتر به انتظارات ذی نفعان درونی خود هستند. از طریق تامین انتظارات ذی نفعان درونی، بین کارکنان انسجام درونی، تفاهم و اعتماد متقابل بیشتری شکل می گیرد که آن نیز به خودی خود سبب ارتقای سطح کیفی و کمی خدمات و محصولات ارایه شده، می گردد. در واقع، ‌شکل‌گیری مفهوم سازمان ارزش‌بنیان[2]، ناشی از توجه همزمان به تامین انتظارات کلیه ذینفعان اعم از درونی یا بیرونی  بود؛ امری که از طریق جاری‌سازی این انتظارات در قالب ارزش، و از مجرای سبک خاصی از رهبری سازمانی تحقق می یابد. رویکرد ارزش بنیان به ویژه در بخش دولتی[3] که با بحران، کمبود بودجه، نیاز مستمر به کوچک‌سازی و مسایلی از این قبیل روبه‌رو
 می باشد،‌ از اهمیت بیشتری برخوردار است. هدف این پژوهش، طراحی سازمان ارزش بنیان در بخش حاکمیتی صنعت برق یعنی شرکت مدیریت تولید، توزیع و انتقال نیروی برق در ایران (شرکت مادر تخصصی توانیر)
 می باشد. بدین منظور، پس از بررسی اهم ویژگی‌های سازمان ارزش‌بنیان، اهمیت ترجمان انتظارات ذی نفعان، و خصایص بخش دولتی، مدل مفهومی سازمان ارزش بنیان که با توجه به تازگی موضوع،‌ محقق ساخته است و از طریق روش دلفی با اخذ نظرات خبرگان صنعتی و نخبگان دانشگاهی نهایی گردیده ارایه می شود. تحلیل‌های آماری انجام شده حاکی از آن است که  الگوی به دست آمده در این تحقیق، معنی‌دار بوده و تئوری پیشنهادی محققان مبنی بر اجزای تشکیل‌دهنده سازمان ارزش بنیان تایید می شود.

The more the dynamic environment of organizations imposes greater limitations, the need for inter cohesion & mutual trust among employees becomes more vital for their survival. Therefore organizations should take into account the expectations of both internal and external stockholders simultaneously. The concept of value-based organization model in which the stockholders' expectations are coverted into values, spring as a result of this urgent need. Value-based organization model is more needed in public sector in which crisis, budjet limits and need for downsizing create great challenges. In this article, after reviewing the basics of value-based organization model, the public sector qualifications and the importance of flow of values in it reviewed. Then the researcher-made conceptual model which has been finalized by Delphi technique among elites and experts presented. The results of surveying the model at Tavanir company which is the holding company in the power industry is presented which shows the stockholders' expectations are coverted into values, and , in spite of the fact that the leadership is strong in vision managent, it is poor concerning the needed skills for trust-management, self-management and value- transfer management.
