Understanding the process of administrative burden formation in Iranian government organizations

Abstract
Bureaucracy and administrative complexities in Iranian governmental organizations have been identified as major challenges. This study aims at designing a model to reduce administrative burden in these organizations by leveraging modern technologies and creating transparent systems to enhance organizational efficiency and transparency. The research employs a descriptive-analytical method, utilizing both library and field approach for data collection. Data were gathered through semi-structured interviews with public administration experts and questionnaires distributed among citizens and managers of governmental organizations. The statistical population included experts in public administration, citizens, and managers of governmental organizations. The results of the study indicated that adherence to professional Islamic values and the observance of justice and fairness are significant causal conditions that contribute to reducing administrative burden and improving the performance of governmental organizations. The existence of ethical managers and the development of a charter for professional values were identified as effective strategies in reducing administrative burden. Strengthening organizational values and fostering trust and empathy among employees were also found to be important contextual factors. Conversely, adherence to outdated methods and the selection of incompetent managers were identified as intervening conditions that negatively impact the reduction of administrative burden. The selection of managers based on meritocracy and the observance of justice were identified as the central phenomenon that plays a crucial role in improving organizational performance. Finally, the reduction of costs, improvement in competitive efficiency, reduction of tensions, increased responsiveness, and the realization of professional values for managers. This research demonstrated that utilizing modern technologies and creating transparent and responsive systems, help to reduce administrative burden and improve efficiency and transparency in Iranian governmental organizations. The suggestions include simplifying processes, increasing transparency, providing information online, and using smart software to facilitate processes.
