Pathology of organizational culture in the public sector of Iran

Abstract

Organizational culture is among the factors contributing to the efficiency of administrative systems. Therefore, an organizational culture which is deemed to create a competent administrative system, could be vital for all developing societies. This research aims at investigating organizational culture deficiencies in Iran’s public sector. By studying the present status of organizational culture in Iran’s public organizations, the study strives to identify the cultural challenges that Iranian bureaucracies face and present some solutions to overcome the potential shortcomings. A number of administrators and academics participated in the study’s semi-structured interviews and a survey was conducted among experts from four Iranian ministries .The analysis of interviews was done through thematic analysis technique and in the quantitative section of the study we used Confirmatory Factor Analysis (CFA) and paired sample t-test. Based on the findings of the research, we identified 29 shortcomings in five areas, all of which demonstrate a significant gap between the status quo and the desired status.
