The physical development of the major cities has exposed them to the risks caused by natural and man-made disasters. For this reason, today, one of the most important issues in urban planning and management is the issue related to urban safety and the management of urban risks and disasters. The Plasco Building fire and collapse incident in Tehran on January 19, 2017, due to an electrical connection, showed that the crisis has become an inseparable part of Tehran metropolis and a large number of old and even new high-rise buildings, are not in a good position to deal with fire and other sudden incidents. Therefore, the goal of this research is to investigate the Plasco incident and analyze the strengths and weaknesses of its management performance. We hope that, this research provides the lessons of this disaster into opportunity and experience which in turn come up with formulating appropriate rules, procedures and solutions to positively affect these incidents on people's lives and improves disaster management functionality in the future. We used meta-synthesis method for collecting, aggregating, combining and integrating the findings of numerous and scattered research studies and obtained the experts knowledge and experiences as well that could explain the causes of the collapse of the Plasco building and have analyzed the performance of Tehran Disaster Management in this incident. The results of the study show that what are the necessary requirements for the prevention of future accidents and some ways of creating the changes required for urban disaster management of Tehran.
