Designing a Model of Organizational Civilization with a Decentralization Approach

Abstract
Organizational civilization is a complex and multidimensional concept that refers to the culture, values, behaviors and attitudes governing an organization. This concept is not only related to the internal functioning of the organization, but also to its interactions with the external environment and society. Therefore, this research was conducted with the aim of designing a model of organizational civilization with a decentralization approach. This research is qualitative in terms of practical purpose, in terms of survey-developmental approach and in terms of type. The statistical population of this research was a group of experts, including managers, experienced human resource consultants of central province governorates, and based on the theoretical sampling method, 15 people were selected as a statistical sample and were interviewed. The approach adopted in this research to analyze the interviews was theme analysis. In this research, the reliability method between two coders or repeatability index was used to measure the reliability of the interviews. Finally, the results of the research led to the presentation of a new model in the field of organizational civilization with a decentralization approach in the governorates of Central Province. Based on the research findings, the proposed research model identified 40 sub-themes and 8 main themes
