Apart from formulation step, effective implementation of public policies is a challenging phase in the public policy making process. So, several models have been developed to implement public policies in a way to achieve the highest success rate. Also, the management of opportunities and challenges play important role for achieving success in policy implementation step. In addition, the time interval between formulation and implementation phases creates a gap that can change policy goals. Continuous changes in implementation variables may cause this step encounter a high degree of uncertainty and complexity. These uncertainty and complexity require public policies being implemented intelligently and insightful. The ability to recognize possible changes needs appropriate plans for successful implementation stage of public policies. The purpose of this study is to design an organizational intelligence implementation model. In this qualitative research, we collected data by using semi-interviews with 12 academics and experts who were selected by judgmental sampling approach. Findings indicate that the model embrace 5 dimensions that covers causal factors, implementation context, intervention conditions, strategies and outcomes.
