یادگیری بین سازمانی در پروژه مشترک مبارزه با قاچاق کالا و ارز

چکیده
هدف از نگارش این مقاله، تبیین ماهیت و قلمرو مفهومی پدیده یادگیری بین‌سازمانی از طریق تحلیل تجارب زیسته صاحبان تجربه است. یادگیری بین‌سازمانی زمینه را برای انجام برنامه‌ها و مأموریت‌هایی فرابخشی بین دستگاه های اجرایی کشور فراهم می آورد. تحقیق حاضر در بازه زمانی بین سال های 1395 تا 1400 به صورت میدانی و با مصاحبه نیمه ساختاریافته وعمیق به انجام رسید. برای انتخاب مشارکت‌کنندگان از نمونه گیری هدفمند و از استراتژی نمونه گیری معیار و برای تعیین حجم نمونه از شاخص اشباع داده‌ها استفاده گردید. از روش پدیدارشناسی و تحلیل مضمون جهت تجزیه و تحلیل داده های حاصل از مصاحبه های نیمه ساختار یافته با صاحبان تجربه اجرای پروژه مشترک بهره به عمل آمد. جهت شناخت ماهیت این پدیده، ساختاری سلسله مراتبی از افق ها، خوشه ها، و سازه عام شامل معنا و مفهوم، مشخصات، عوامل فراگیرنده، و آثار و پیامدها ترسیم گردید. معنا و مفهوم این پدیده شامل عواملی همچون 1) به اشتراک گذاری، بهینه یابی، و بومی سازی، 2) ادراک از موفقیت پروژه، 3) اخذ بازخورد و پایش و اصلاح فرایند؛ مشخصات پدیده شامل آسیب شناسی، برنامه ریزی و سازماندهی مشترک؛ و خواست جمعی و مشارکت انگیزشی؛ عوامل فراگیرنده شامل بهره گیری از آموزش؛ و بهره گیری از تجارب برون سازمانی؛ پیامدها شامل آشکار شدن دانش نهفته؛ و ایجاد انباشت سرمایه تجربی؛ و آسیب ها نیز شامل نیاز به تقویت نظارت و پاسخ خواهی مناسب؛ نیاز به عزم اجرایی و روحیه عمل گرایی؛ و وجود تراکم بوروکراتیک و عوامل بازدارنده می گردد.

چکیده English

This article is aimed to investigate the conceptual scope and essence of inter-organizational learning. Interorganizational learning pave the way for organizations to perform their plans and missions in scale above organizational limits. We performed this study in between 1398 to 1400 using semi-structured and in-depth interviews. The participants were selected through purposeful sampling and standard strategy. we used, data saturation index to determine the sample size.. To analyze the conceptual scope and essence of the phenomenon, we draw a framework characterizing the meaning, specifications, influential variables, outputs and outcomes. The meaning of the phenomenon was perceived when factors such as 1) sharing, optimizing, and localizing, 2) the perception of succession, 3) feedback getting, monitoring, and modifying would take place. Specifications included pathology, planning, and shared organizing; collective will and motivational collaboration; influential factors included usage of training, and usage of outdoor experiences; outcomes included emergence of hidden knowledge; accumulation of experimental property, defections included the need for controlling and accountability, the need for determination and pragmatic approach, and the need for removing bureaucratic congestion and deterrent factors.
