The aim of the present research is to identify the indicators that reduce Retaliatory behaviors and ultimately provide a model for decreasing such behaviors among employees in Iran’s government institutions. This study is exploratory-descriptive in terms of its objective, applied research in terms of its audience, and cross-sectional in terms of its timing. A mixed-methods approach (qualitative-quantitative) was employed for data collection. Data in the qualitative section were gathered through semi-structured interviews, while the quantitative data were collected using a researcher-designed questionnaire. The qualitative participants included 19 academic experts and managerial staff from the Ministry of Interior’s headquarters. The quantitative sample consisted of 278 managers and employees from the Ministry’s headquarters, selected through stratified random sampling. The results of the interviews, analyzed using thematic analysis, identified 102 basic themes. The validity of the components and refinement of the indicators were conducted using the Delphi technique in two phases. To validate the interviews, the participant review technique was used, and for the validation and reliability of the questionnaire, confirmatory factor analysis and Cronbach’s alpha test were employed, yielding a reliability coefficient of 0.79 for the entire questionnaire. The exploratory factor analysis results showed that the identified basic themes were categorized into 14 organizing themes, which together explain 41.09% of the total variance in employee vengefulness. The structural equation modeling results indicated that the model has a good fit, and in terms of organizing themes, all the examined factors significantly affected the reduction of vengeful behaviors.
