In today's world, organizations face numerous challenges, especially in competitive and innovative arenas. One of the key factors for success in such environments is the ability to learn and apply acquired knowledge. This research aims to design a model of synergy between social capital and organizational learning in the National Iranian Oil Company based on interpretive structural modeling. The study is exploratory in nature and qualitative in its approach. The research was conducted through interviews with 15 experts. A snowball method was used for data collection, and thematic analysis was employed to categorize and analyze the extracted data. Finally, the results were classified into 73 base codes, 10 core themes, 5 organizing themes, and 1 overarching theme. The final model was derived based on interpretive structural modeling. The hope is that the results of this research can help policymakers and managers understand the relationships between social capital and organizational learning, enabling them to design appropriate strategies to foster a learning and collaborative culture in their organizations.
