This research is aimed at designing the open government data model (OGD) in the field of ICT of Iran. The Open government data is one of the key strategies to promote transparency, accountability and public participation. We used a mixed approach (qualitative and quantitative) in this research. In the qualitative part, data was collected by semi-structured interviews with 13 experts in the field of ICT and was analyzed by thematic analysis. In quantitative part, the confirmatory factor analysis and structural-interpretive modeling were used to evaluate and test the proposed model. The statistical population of this research included ICT managers and experts of the West Azarbaijan province. The results showed that the main components of the open government data model include open data policies, data access and transparency, data management and processing, networking and collaboration, training and empowerment, innovation and development, data governance, and sustainability. The analysis showed that user training and empowerment, data governance, and data management have the greatest impact on the model's success. Also the accessibility and transparency of data and open data policies are factors that facilitate transparency and efficiency in the governance system. This research showed that the development of open government data in Iran requires creating legal frameworks, investing in new technologies, training and empowering users, and improving information technology infrastructure. The proposed model can be used as a basis for policy making and improving open government data processes in Iran and play an effective role in increasing transparency, citizen participation, and governance system efficiency.
